HOW IT WORKS:

       Let's you keep people out of a certain sector. Use seqcharges
       once to create the teleport point (Where to send them). 
       Then walk around and pick the sector that you don't want to
       enter. Press seqchareges again. Now anyone - including you 
       will warp to teleport point when they enter sector.

       Use seqcharges a third time to deactivate.
